Kind of a blue C-3PO, but this unit was only seen in the Clone Wars seasons, mainly in the Senate, on corridors, or in Palpatine's office, but we saw him in the street, or in the market. He has a brief scene in the game Phantom Menace too, where a similar blue protocol droid checks in Padme Amidala and Cpt. Panaka  to a city tour.
